Democrats boycott floor for fourth time as right-to-work nears final vote
The Indiana House is once again spinning its wheels, waiting for Democrats to come to the floor.
House Democrats are again boycotting floor action, the fourth time this session they've walked out. The House has met just once since January 13, and heard a single bill -- representatives spent five hours Monday debating amendments to a controversial right-to-work bill.
Right-to-work is at the heart of the protests. An identical bill has already passed the Senate, and is expected to pass the House if there is a quorum to consider it.
Minority Leader Patrick Bauer (D-South Bend) says barring anything unexpected, Democrats are "prepared" to return to the floor Wednesday. He says the caucus won't prevent a final vote on right-to-work -- a step that would prevent votes on any other bills as well.
House Speaker Brian Bosma (R-Indianapolis) says he won't immediately call right-to-work for a vote if the House musters a quorum Wednesday. 19 bills, including a smoking ban, are ahead of it in line, awaiting potential amendments. But Bosma leaves open the possibility of calling the bill once those bills are disposed of. And he says he reserves the right to move the bill to the front of the line again if the walkout continues.
Five Democrats continue to defy the walkout. Fines against most of the others have now reached four-thousand dollars.
