Bus Battle Heads Toward Final Vote in Legislature

Bill outlawing bus fees may be paired with incentive for fleet maintenance


Legislators are putting the finishing touches on a bill to ban schools from charging for bus service.


There's overwhelming support for the bill to clearly outlaw what many legislators and Attorney General Greg Zoeller contend is already illegal anyway. But Representative Mike Speedy (R-Indianapolis) wants to restore a provision deleted in the Senate to give schools an incentive to conduct fluid analysis of their bus fleets. His bill would let them plow the anticipated cost savings into the general fund.

Speedy also wants to move the bill's effective date from the customary July 1 to next month. The controversial bus contract in Indy's Franklin Township which prompted the bill would still be allowed to run its course, but Speedy says he wants to make sure the district doesn't have time to negotiate a deal for next school year.
