Mayor Greg Ballard has signed the domestic partner benefits ordinance, which provides health insurance and other benefits to same-sex couples.

Five Republicans crossed party lines to help City County Council Democrats pass that measure.  But the mayor's support had been in doubt.  Because the plan also provides benefits for unmarried opposite sex couples, he feared it would discourage marriage.

"I think it's a great step for Indianapolis," said at-large Democrat John Barth, a co-sponsor of the ordinance.  "And more than anything, I think it sends a clear message across the nation that our city is inclusive and a great place to live and work for everybody."
