IMPD, the Indianapolis Fire Department and the Marion County Health Department are investigating a letter containing a suspicious white substance sent to the Fairbanks Recovery Center on the city's northeast side Monday.

IFD says an unidentified woman was walking to her car in the parking lot and was asked to deliver an envelope into the building by a white male in a silver car.  The woman delivered the envelope and a suspicious white substance was found inside.

IMPD was called to the scene and officers secured the substance and four people who had been exposed in the reception area.  Maintenance workers disabled the air conditioning system to isolate air movement.

The four people in the reception area along with one IMPD officer were decontaminated.  No injuries or illnesses were reported.  IFD says testing to identify the substance was inconclusive but it was deemed to be non-hazardous.

The Marion County Health Department will conduct more testing on the substance.  IMPD is trying to determine who delivered the envelope.
