Indianapolis Mayor Greg Ballard, Public Safety Director Frank Straub and Chief Paul Ciesielski at a news conference Saturday announced the demotion of three top members of IMPD's command staff.
With over 80 years of service between them....Asst. Chief Darryl Pierce, Deputy Chief of operations Ronald Hicks and Commander John Conley will all be demoted to the rank of lieutenant.
All three were on the scene of the accident when officer David Bisard crashed into three motorcyclists killing 30 year old Eric Wells and injuring the other two. The officers didn't manage the scene properly and that includes the botched blood tests that led to the DUE charges being dropped against Officer Bisard.
Director Straub says they realize changes need to be made in the department and that procedures need to be improved. TheFBI is now part of the investigation.
