FOP President Rick Snyder says Marion County Prosecutor Ryan Mears owes law enforcement officers and the city of Indianapolis some answers.

Rookie IMPD officer Thomas Mangan was shot in the throat on Feb. 27 by a repeat violent offender who was out on bond at the time of the incident.

The suspect that shooting, Mylik Hill, is facing two counts of attempted murder, six counts of resisting law enforcement, one count of criminal mischief, and one count of unlawful possession of a firearm by a serious violent felon.

Prior to his arrest for allegedly shooting officer Mangan, Hill was set to appear in court on March 17 for a Jan. 31 incident regarding shoplifting and resisting arrest. He was released on a $500 bond related to that incident.

When asked how Hill, a parolee at the time of his January 31 arrest for theft, a level 6 felony, officials claimed it was because the court was not aware he was on parole due to a spelling discrepancy. That discrepancy amounted to one single letter in Hill’s first name.

WIBC news gathering partner, WISH-TV, reported on March 14th that IUPUI law professor Novella Nedeff, a former Marion County public defender, said “instances where someone is let go due to spelling discrepancies are extremely rare.”

Nedeff said the oversight was likely due to a breakdown somewhere in the identification process but noted it’s hard to say which agency is at fault.

“Usually, parole would be notified, and parole would put a hold on somebody,” she said. “It should be a matter of law enforcement computers talking to each other. People get arrested all the time who are on parole, on probation, and it gets caught.”
