In 2014, Indiana passed “criminal reform” which lawmakers claimed was designed to ensure prisons were reserved for the most dangerous offenders. What the bill actually did was abdicate the state’s responsibility of housing many offenders, making counties pay for their incarceration. This is forcing local governments to enact massive tax increases through a mechanism known as the Local Option Income Tax.
