In 2010, Hoosiers put property tax caps into the Indiana Constitution with 72 percent of the vote. There was only one problem. They allowed local governments to address emergencies via referendum. Nearly a decade later, school corporations across the state are completely abusing the intent, passing referendums to avoid getting their fiscal act together.
