ELKHART, Ind. — Elkhart Police Chief Ed Windbigler is two weeks into an unpaid 30-day suspension.

Windbigler’s suspension was confirmed on Tuesday morning after Elkhart Mayor Tim Neese appeared on WNDU.

Neese said Windbigler was suspended on Nov. 14, and that the police department’s assistant chief, Todd Thayer, is the interim chief during his absence.

Neese also told WNDU that he has contacted the U.S. Department of Justice about investigating the police department.

He contacted the Indiana State Police first to investigate after the public learned about a video of two officers repeatedly punching a handcuffed man in the police station, but ISP declined.

Thayer said the two officers, Cory Newland and Joshua Titus, have been placed on paid leave.
